Any applicant for a standard national or a standard international goods vehicle operator’s licence must meet the required level of professional competency expected by the Traffic Commissioner, or must employ a Transport Manager who meets this requirement.
The Certificate of Professional Competence for Transport Managers (CPC) is the qualification that shows the Traffic Commissioner that this requirement has been met.
To gain the CPC for Transport Managers, candidates must pass two exams which are set by the C.I.L.T exam board.
The Multiple Choice exam consists of 40 questions, all of which have four possible answers. Candidates must identify the correct answer and mark the paper accordingly. This is not an open book exam, meaning that no notes or revision materials are allowed to be taken into the exam room.
The Case Study exam is based around 3 scenarios. Each scenario is based on a fictional goods vehicle operator, and candidates must study the information provided and answer the questions accordingly. This is an open book exam, meaning that notes and revision materials are allowed to be taken into the exam room.

How long does training take?
The length of any training course will depend on what type of accreditation and machine is used, the environment it is used in & the experience of the candidates on the training course.
1-day refresher courses for experienced operators that haven’t had any training for at least a 3-5-year period (this is the time period recommended by the HSE to employers whereby staff need to be refresher trained, on all site equipment).
3-5-day courses: for novices who have not received any formal training and have no experience.
All courses begin with theory sessions where candidates learn the theoretical background knowledge of the respective machine they are being trained on. This will include any relevant aspects of current UK statutory legislation, there will be a mandatory theory assessment at some point in the training.
Practical training begins with an explanation as to the operation of the relevant piece of MHE equipment.
Practical elements cover daily machine checks and safe operating techniques – candidates will then practice the operation of the machine until you become proficient, whereby a practical assessment will take place.
On successful completion every individual will receive the following:
- Nationally recognised certificate (When booking the ITSSAR accredited training).
- Operator Photo ID card.
- Registration on the ITTSAR & TOPS database (When booking the ITSSAR accredited training).
